Who qualifies

Citizens of this tribe

The Higher Education CNG guidelines state the funds go to "tribal members that reside outside of the 5-county (Comanche, Caddo, Cotton, Tillman, and Stephens) area in southwestern Oklahoma, and that are seeking a short-term (600 hours or less) licensing or certification at an accredited vocational school or technology center." This is an inverted residency rule — the CNG-funded stream is for members living OUTSIDE the five-county area; members inside it are served by the tribe’s Workforce department instead. Published maximums: tuition $2,000; books $500; supplies $500; conference registration $500; vocational/technical competitions $500; professional certifications and licensing $400; continuing education units $400; licensing certification, GRE, MCAT, LSAT and entrance exams $400; urinalysis $200; background checks $200; psychological evaluations $200. Completion incentives: $300 for 400-599 course hours, $200 for 200-399, $100 for 1-199, $100 for exams, certificates and licences completed, and $100 for student of the month. Applications are not processed until all documentation is submitted; incomplete applications are held at least 30 days; services are contingent on funding.

Where it's available

The CNG guidelines define eligibility by residence OUTSIDE a five-county area (Comanche, Caddo, Cotton, Tillman and Stephens). The data model can represent an area a program covers, not one it excludes, so no structured service area is attached; the exclusion is stated in eligibilityDetails instead. Note this five-county list is itself different from the tribe’s main five-county service area — it contains Stephens and not Kiowa.
