Homeownership Lease Purchase Program

A path to homeownership without a conventional down payment or strict credit underwriting: participants lease-purchase either a home the Housing Authority built or bought, or an existing home that meets its standards (generally built within the last 14 years). Homes are in Ottawa and Delaware Counties. The buyer maintains the home, keeps utilities paid, pays by the 5th of each month, and has a yearly inspection.

The two sources disagree. The program page says the program "allows eligible Peoria Tribe members to achieve homeownership," but the 2026 application asks for a tribal membership card for all family members that "must be enrolled with a Federally Recognized Tribe." Call to confirm whether members of other tribes are accepted. Household income may not exceed the HUD limits published June 11, 2026: 1 person $59,850; 2 $68,400; 3 $76,950; 4 $85,450; 5 $92,300; 6 $99,150; 7 $106,000; 8 $112,800. Applicants undergo 5-year criminal and credit checks and must not owe the PHA, a utility or a government agency.
