First Time Homeowners Assistance Program
A one-time grant of up to $7,500 toward the down payment and/or closing costs (loan fees, appraisal, inspection, title, recording, prepaid taxes and insurance) for first-time homebuyers, paid with tribal (non-federal) funds. There are no income limits.

The policy (September 2025) states the program "is available to all enrolled members of the Eastern Shawnee Tribe of Oklahoma." Applicants must be at least 18, be first-time homebuyers, and meet their mortgage lender's credit and financing standards. "There are no income eligibility requirements."

How to apply
Download the First Time Homeowner application and guidelines. Send the signed application, a copy of your tribal ID plus one other legal ID, evidence of a loan application (Good Faith Estimate or prequalification letter), the title or escrow company's wiring instructions and the closing date; the Closing Disclosure is due no later than three days before closing. Send the completed application and documents to Specialized Services by fax to 1-888-971-3899 or by mail to Attn: Specialized Services, 10100 S. Bluejacket Rd., Suite 3, Wyandotte, OK 74370. The department decides within 5 business days and an appeal process is described in the policy.
