Low Income Home Energy Assistance Program (LIHEAP)

Federally funded heating and cooling assistance "designed to alleviate the immediate threat of utility service disconnection (i.e. electricity, gas, propane or heating oil/wood)." Cooling assistance runs May 1 to September 30 and heating assistance November 1 to April 30. Households may receive assistance once per heating season and once per cooling season, plus a one-time crisis assistance after one or both seasonal benefits are exhausted. Services cannot be duplicated: a household that received LIHEAP from another agency in the same period cannot receive it from the tribe, and vice versa.

Two geographies apply: enrolled members of any federally recognized tribe who live within the Kickapoo jurisdiction or 15 miles beyond it, and Kickapoo Tribe of Oklahoma members anywhere in Oklahoma. The jurisdiction is described by rivers and roads (Deep Fork River, Indian Meridian, Kickapoo Street in Shawnee, North Canadian River), not counties, so the row cannot be ZIP-matched.
