Kiowa Tribe LIHEAP (Low Income Home Energy Assistance Program)

Federally funded help with home heating and cooling bills. The program runs three windows: Heating Assistance November 1 through March 31, Cooling Assistance June 1 through August 31, and Crisis Assistance year-round. Priority goes to the elderly (60 and older), individuals with disabilities, and families with young children 5 and under. First come, first served until funds are exhausted; it takes 5-10 business days for a check to be issued, and the program cannot send promissory letters to vendors.

Who qualifies

Any CDIB Holder
Income Based

The application requires a CDIB for the household and a state-issued ID for non-tribal household members, and does not name a tribe — the department page reserves "all enrolled Kiowa members and/or Kiowa households" for its two tribally funded programs (Emergency and Burial Assistance) and lists LIHEAP among the federally funded programs, which it restricts by service area instead. Income verification is required for every household member 18 and over. Applicants must not have received LIHEAP through Oklahoma DHS or any other tribal LIHEAP: "LIHEAP services must not be duplicated." Failure to report total household income may disqualify the household from the program for one year.

How to apply

PDF DownloadEmailMailIn-Person

Download the current LIHEAP application and submit it with the full checklist: CDIB for all adults and children, a state-issued ID for non-tribal household members, Social Security cards for all household members, income verification for everyone 18 and over, and a current utility bill in the applicant's or a household member's name. Heating requires an electricity, natural gas, or propane bill; cooling requires an electricity bill; crisis requires one of those bills carrying a cut-off or shut-off notice. Once the application is started there are 5 days to submit the required documents or it is closed as incomplete. Should the 1st of a window fall on a weekend, assistance opens the following Monday. Paper copies are available at the Kiowa Complex in Carnegie and the Social Services office in Anadarko. Mailing address: PO Box 369, Carnegie, OK 73015.

Where it's available

Caddo, Comanche, Cotton, Grady, and Kiowa counties, Oklahoma. The application states it as a hard requirement: "Must live within Caddo, Comanche, Cotton, Grady, and Kiowa counties of Oklahoma."
