Kiowa Tribe Child Care Assistance Program
Helps low-income Kiowa families pay for child care for children under 13 while parents work, train, or attend school, and supports early-childhood and before/after-school care. Funded entirely by a federal HHS/ACF grant — the page notes that “none of the funds used for day care assistance are tribal monies.” The director issues an eligibility determination within 10 days of receiving a complete application.
Who's eligible
Tribal Citizens Only Income Based
A Kiowa enrollment relationship is required, but the child need not already be enrolled: the child must be an enrolled Kiowa member, eligible to be enrolled Kiowa, have at least one enrolled Kiowa parent, or be a Kiowa enrolled child residing with or attached to an Indian family by birth, adoption, custody, or guardianship with documentation. The application states it more simply — "the parent or child must be Kiowa enrolled and submit their CDIB." Every other requirement is cumulative: the child must be under 13 (eligibility ends on the 13th birthday), live in one of the 22 counties, and meet the sliding-scale income guidelines, and both parents must be working, in training, or in an educational program that prevents them from providing care. The family cannot be receiving child care from Oklahoma DHS or another tribal subsidy at the same time. Two paths appear only in the application, not on the page: children in Protective Status qualify with court documents, and the program "considers Over-Income Essential Workers."
