Tenant Based Rental Assistance Program (TBRA)
One-time emergency help for tribal members made homeless by a qualifying emergency — paying security deposits, first month’s rent and utility set-up deposits for a new permanent residence. Fleeing domestic violence is an explicitly qualifying emergency.
Who's eligible
Any Enrolled Tribal Member Income Based
Eligibility criteria as published: "Must be without housing due to one of the defined emergencies as outlined in the Tenant Based Rental Assistance Program Policy"; "Must not have any debt owed to the CNHA"; "Income cannot exceed the HUD 80% median income limit based on family size"; "Must reside, or be willing to relocate, to CNHA’s 5-county jurisdictional area"; and "Must complete application and turn in all required documents within 14 days of submitting the application." Qualifying emergency displacement is defined as: currently living in a homeless shelter or a place not meant for human habitation; "Displaced due to fleeing or attempting to flee domestic violence, have no other residence, and lack the resources or support network to obtain other permanent housing"; displaced by fire or natural disaster; involuntarily displaced through condemnation, demolition, repossession or sale of the property; or imminent eviction under a termination letter or court-ordered notice. Eviction due to bad renter history or voluntarily breaking a lease does NOT qualify, and staying with friends or family is not counted as living in a shelter. Assistance is one-time only; the applicant is responsible for all rent and utilities thereafter and for finding a suitable rental unit. Required documents include ID (at least one with a photo), proof of tribal membership, a signed release of information and criminal background authorization for everyone 18 or older, proof of the emergency (or a self-certification of displacement), and income verification for all household members 18 and over.
