Native Americans who are members of a Federally Recognized Tribe; meet Federal or Tribal definition of "Homeless" or "At Risk of Homelessness"; eligible for VHA Medical Benefits; possess a DD-214 with Honorable Discharge; household countable income at or below NAHASDA limits; pass a Tier III Sex Offender Clearance.
