The program page lists five requirements: "Be an adult enrolled member of the Comanche Nation"; "Meet low-income requirements as determined by HUD and CNHA"; "Reside within the service area of Caddo, Comanche, Cotton, Kiowa, and Tillman Counties"; "Be free of debt to the Housing Authority and Comanche Nation"; and "The applicant must have an adequate income to meet a house payment and other household obligations. The minimum income for this program is $25,000." Note the unusual structure: this program has an income FLOOR of $25,000 as well as a HUD low-income ceiling. Rent equals the cost of the home minus $50,000, amortised over up to 30 years at 0% interest, and will not exceed 30% of adjusted gross income at move-in. Members who have not owned a home or participated in a previous CNHA homeownership program receive first priority. Participants must complete Home Buyer Education and Credit Counseling. Homes must be new or built within the past fourteen years; anything built before 1978 must be tested for lead-based paint. Eligible applicants join a waiting list and must file a Statement of Continued Interest annually. Listed causes for denial include unpaid debts to any housing authority or utility, HUD-program fraud, false information, prior eviction, and documented drug or criminal history.
