The program page and its application page both state: applicants "Must be an enrolled Comanche Nation tribal member and 18 years of age or older"; proof of membership is required via CDIB; proof of primary residence is required, acceptable as a utility bill showing the member’s name and address; "Services are available to tribal members who live within the Comanche Nation jurisdiction boundaries"; and "Tribal members are eligible for service once per year." Explicit exclusions: "Services may not be used to benefit a business or individual who is not a member of the Comanche Nation"; "We do not provide services to churches"; and "Out-of-state tribal members are not eligible for services under this program. The program is specifically to assist those living within the Comanche Nation’s service area." Lawton city residents must obtain an approved letter from the Lawton City Streets Department. Applications are organised by town or city rather than by date received, so each town has a designated application window and late applications are held for the following year; emergencies are case-by-case. The program uses 1½-inch crusher run rock and installs one tinhorn per driveway; it will not place gravel under carports.

Where it's available

The program page states: "Services are provided within our Comanche Nation jurisdiction. (This includes the following counties: Comanche, Caddo, Cotton, Kiowa, Grady, Stephens, and Tillman)." This seven-county definition matches the Housing Authority’s "Jurisdictional Area" exactly. Note that the Child Support program applies the phrase "Comanche Nation Jurisdiction" to a different, eleven-county list.
